Fred was born and raised in Thompsonville, CT. and carried on the Provencher family occupation of carpentry/building contractor. He was affectionately known as "Bucky" to all who were close to him.

He was inducted into the U.S. Army on Jan 1943, serving in the ETO from Jan 1944 through Mar 1945 with the 1958th Ordnance Depot Company (AVN) attached to the 9th U.S. Army Air Force. He was honorably discharged on 15 May 1945 as a Cpl/Tech-5, General Carpenter.

He was married to Elena G. "Eleanor" DeCaro (1922-1990) also born and raised in Thompsonville, CT.
