Mr. Osborne was born Feb. 13, 1912, in Portland. He moved to Oakland, Calif., as a child. He served in the U.S. Army Air Forces and then was a civil service liaison for the U.S. Air Force in Alaska and later for Boeing in Seattle before his retirement in 1967. He moved to Cannon Beach in the late 1960s. In about 1937, he married Louise Sortland; she died in 1989.

Survivors include his daughter, Judith A. of Cannon Beach; son, D. Donald of Wheeler; sister, Gertrude Ruland of Greenville, N.Y; brothers, Tom of Walnut Creek, Calif., and Warren of Greenfield, Mo; eight grandchildren; and five great-grandchildren.

Disposition is by cremation. The family suggests remembrances to the Cannon Beach Historical Society, the Cannon Beach Library or the Oregon Natural Resources Council. Arrangements are by Hughes-Ransom Mortuary in Seaside.
