Just to avoid any confusion for anyone researching Ruth's history; in 1924 her birth mother, Glenn (Austin) Carter died leaving a husband, William Carter, two daughters, Ruth and Priscilla.

Between 1924 and 1930, William and Myra Tillotson took the girls in (and possibly adopted them or the girls just took their last name).

Info from family:

Priscilla Pelkey who is 92 says that her Dad William Carter was not a traveling sales man. She said that she and Ruth were adopted by their Aunt and Uncle William and Myra Tillotson.

Priscilla would have been 3 when she was adopted. Her mother's name was Glenn Carter.3
