He was born December 13, 1941 in Ames, Iowa to Harold and Lucille McKinney Rouze. Dale joined the Army after graduation from Ames High School. While in the service, he was stationed in Germany, California, and New Jersey. He played football while in the Army and was the drummer for a local band while on leave.

After an honorable discharge, Dale moved to Texas in 1966. He received a bachelor's degree from The University of Texas at Arlington where he was a member of Delta Sigma Pi professional business fraternity. During his time at UTA, he met Pamela Kay Long, and they were married December 23, 1972.

Dale had a long and successful career in the veterinary supply industry as a manufacturer and distributor sales representative for Vet-Kem, Butler, and MWI, earning several awards and incentive trips. He spent his free time with friends and family and loved to travel to countries like Italy, Mexico, and Australia among others.

He loved all kinds of music from classical to Black Eyed Peas and went to concerts in the DFW area as well as several jazz and blues festivals. He was a member of various professional organizations, the Spring Park Billiards Club, and former director and member of the Oakridge Neighborhood Association.
